2024 Annual Meeting Minutes

Attendance: 18 Residents via Zoom

Minutes: Scott Bohlmann – Board Member, Secretary

 

Tim Eich – Board President (6:30pm)

·       Welcome and introduction of the HOA Board.

·       Outline of meeting agenda.

·       The best source of information is the Wild Horse Ridge HOA website.

o   At the bottom of the page, you will find a box to enter an e-mail address to receiver blog updates to your inbox.

o   The is also a Wild Horse Neighbors Facebook page.

·       Reminder to review the Laws of Governance for the HOA and Board.

·       If you are looking to make modifications to your home or property, please make sure to consult the Deeds of Dedication. This prevents the likelihood of conflict with neighbors or other residents.

·       As of current plans, the HOA is projected to consist of ~266 single family homes and 40 duplex lots.

o   Phases 1-3 have all lots sold.

o   Phase 4 has all but two lots sold.

o   Phase 5 and 6 have started to see lots sold.

o   Phases 7-9 have 135 planned layouts but no current timeline for development.

Nick Barsic – Board Member, Pond Committee Representative (6:40pm)

·       The pond serves to control the flow of water runoff to prevent street, home, and yard flooding.

o   Established by Stormwater Control Facility in 2017.

o   These ponds are required for new building areas by code.

·       The secondary purpose of the pond is to provide limited recreation, including fishing and kayaking, to neighborhood residents.

·       Maintenance includes mowing, cleaning dam overflow, community dock repair, and water quality testing (fertilizers and E. coli). This is handled by volunteers, and they would gladly accept more individuals to help when needed.

·       The HOA maintains regular contact with the city and country regarding the pond.

o   Six e-mail exchanges.

o   2 Meetings: October 13th and June 5th

§  Erosion Control – Goal is to avoid/delay dredging pond. Use of natural vegetation and avoiding building on flood plan to lessen erosion.

§  Mowing – HOA mows a path around the pond back from the shore. Residents along the pond may mow one 15-foot-wide path.

§  Pond Flow Streams – Two inflow streams from the street are being monitored and reviewed by the city and HOA.

o   Tasks for 2024-2025

§  Repair erosion near the water inlet. This will be contracted out using HOA funds.

§  Once water levels return to normal, a depth survey will be conducted. The goal is to maintain a depth of 9-10 feet in order to prevent plants from growing to the surface and help us determine when the pond may need to be dredged. This will be done by volunteers.

Joanna Ramsden-Meier – Board Member, Treasurer (6:50pm)

·       The balance as of 7/1/22 was $48,151.55.

·       Dues collected brought in $28,378.01.

·       The new balance as of 6/30/23 increased to $70.023.58 after expenses.

·       The financial report is posted to the website yearly.

Tim Eich (6:53pm)

·       The Board elected to keep dues at $200 for the 24-25 year.

·       The primary concern of the Board is to determine the long-term costs of the pond, as the need to dredge it presents a substantial cost that the neighborhood would have to take on. By setting high due rates now, we can spread cost over time and avoid a large on-time bill.

·       Please get dues paid ASAP, late notices will be sent starting at the end of July.

·       2024 WHR property count is 141 out of 173 residences, with Midwest Development owning the other 32. 71 properties are required for a vote.

·       Board Member Kevin Hernandez was no longer able to serve and has been replaced by Scott Bohlmann. Scott will also act as Board Secretary.

·       Two future openings will be available next year. If interested in volunteering let the Board know.

Questions (6:57pm)

·       James Stevenson: Asked about tall weeds/vegetation in ditches at corner of 12th and Union. Are these to be cut down when the ditch dries out? Tim will discuss with landscapers.

·       Phil Kenealy: Can the silt fences along Wild Horse Drive and other areas be removed? Many are in disrepair or no longer needed. Tim will contact Skogman for clarification.

·       Scott Hagberg: Offered thanks for the work put in by the Board. He feels as if the HOA is doing its best to be fiscally responsible while looking out for the long-term interests of the neighborhood.

·       Ryan Cawelti: Echoed thanks from Scott. Also wanted to note his appreciation for the ability to pay dues by Venmo.

·       Sandy: Asked about fences that cross easements. Nick noted that the city may remove if needed, not sure if neighborhood has any power to enforce without city involvement. Nick will contact Sandy and work to resolve this.

·       Phil Kenealy: Does the sidewalk/pathway need to be extended around pond between 1st and 5th Additions. Tim will check on this and see it Skogman may be responsible.
